This is to inform the news media, all states and organizations that we have received a highly reliable information that a two-man delegation of the Arta Faction/TNG, Ministers of finance and Treasury, are now on their way to Geneva, Switzerland to ask the Swiss Government to unfreeze millions of dollars of the frozen Somali Government.

If this delegation succeeds in unfreezing these assets, the money will add up to the amount donated by Arab Gulf States and Libya to the Arta Faction to further destabilize the peaceful parts of Somalia like Puntland and Somaliland. Arta Faction will also use the would-be acquired Swiss money to influence the outcome of the forthcoming Conference on Somali National Reconciliation. This will be a disastrous repeat of the Arta process that had lost any relevance to peace and stability in Somalia. The tiny and poverty stricken Djibouti is taking advantage of the Somali misery as money broker and lobbying agent for Arta Faction.

We would therefore warn the Swiss Authorities and banking institutions to be vigilant and avoid stepping into this financial conspiracy.

The assets of the Somali Republic were frozen worldwide following the fall of the Somali Government in 1991. To unfreeze these assets would take to establish a representative and internationally recognized Central Government in Somalia. Unfortunately, we do not have that Government to-date, and until that happens, no separate self-styled entity like the Arta Faction would have the exclusive right to have access to the public money of the Somali State.
